AGENDA

1) Call Meeting to Order.
• Pledge of Allegiance to the American and Texas Flags.
• Invocation.

2) Open Forum.
Opportunity for members and citizens to address the VTAC, the governing body of the district. Should citizen comments include complaints or charges against a GCRPC officer, employee, or contractor, the committee may adjourn to a closed meeting, under Section 551.074 of the Texas Government Code, to hear such complaints or charges. This closed meeting may occur at any point during the meeting.

3) Consent Agenda.
All consent agenda items listed are considered routine by the VTAC and will be enacted by one motion. There will be no separate discussion of these items unless a Committee Member so requests, in which event the item will be removed from the consent agenda and considered after the remainder of the consent agenda.
A. Review and consider acceptance of the Monthly Financial Statement for May-June. 
B. Review and consider approval of the VTAC meeting minutes from June 11, 2026.

4) Transit Director Report

• Fixed-Route Implementation & September 1, 2026, Service Launch.
• Response to the issues identified at the Victoria Sales Tax Development Corporation meeting, Monday, July 27, 2026.

5) Receive report, review, discuss, and consider recommendation to the GCRPC Board of Directors regarding the Texas Department of Transportation FY27-31 Master Grant Agreement.
• Action Item [Discussion may occur in closed session]

6) Receive report, review, discuss, and consider recommendation to the GCRPC Board of Directors regarding the Interlocal Agreement between the City of Victoria and GCRPC.
• Action Item [Discussion may occur in closed session]

7) Receive report, review, discuss, and consider approval of the FY 2027 Operations Schedule regarding daily hours of service and employee schedule.
• Action Item 

8) Review, discuss, and consider approval of the FY 2027 Victoria Transit Program Budget and Fare Schedule.
• Action Item 

9) Closed Meeting.
The government body may go into closed meeting as authorized by V.T.C.A. Government Code, Chapter 551, sub-chapter D, as provided in the notice of this meeting. The following items may be discussed in a closed meeting:
A. Discussion of personnel matters.
B. Contract Negotiations.

10) Consider possible action regarding the GCRPC Board of Directors requested replacement of the Victoria Sales Tax Development Corporation Representative.
