911 - Homeland Security - Criminal Justice
Criminal Justice Sub-Committee (CJSC)
About
The CJSC serves the Regional Public Safety Advisory Committee as a multi-sector collaborative working group. Members of this committee are volunteer individuals and subject matter experts who have a working knowledge of Criminal Justice, Victims Assistance, and Mental Health within the Golden Crescent Region.
No single group or discipline may constitute more than one-third (1/3) of the CJSC Members. Requests for membership will require approval.
Main Actions
- To develop strategic plans related to Criminal Justice
- To advise the RPSAC on all public safety programs and policy matters pertaining to the planning, coordination, and development of public safety projects
- To prioritize grant applications for the Office of the Governor’s Public Safety Office Criminal Justice Divisions
- To ensure that Criminal Justice funding is utilized in an effective and efficient manner consistent with regional needs

Main Actions
- To develop strategic plans related to Criminal Justice, Homeland Security, and Public Safety and Communications.
- To advise the GCRPC Board of Directors on all public safety programs and policy matters pertaining to the planning, coordination, and development of public safety projects.
- To advise the GCRPC Board of Directors on matters related to terrorism preparedness and the threats, vulnerabilities, and consequences relevant to the region.
- To advise the GCRPC Board of Directors on prioritized grant applications for the Office of the Governor’s Public Safety Office, Homeland Security, and Criminal Justice Divisions.
- To perform regional or area-wide review and comment on proposed Public Safety Communications programs and projects as may be required by State and Federal laws and local agreements with public and private organizations.
- To ensure that regional public safety funding is utilized in an effective and efficient manner consistent with regional needs.
Members of The Regional Public Safety Advisory Committee
- Voting Members
Voting members consist of four representatives appointed from each county (Calhoun, De Witt, Goliad, Gonzales, Jackson, Lavaca, Victoria), and one representative from primary stakeholder organizations (Gulf Bend, ROSC, Mid-Coast Family Services, Norma's House, The Harbor, Hope of South Texas, Victoria College, Region 3, STRAC). - Non-Voting Members
Non-voting members include those from the Public Safety Emergency Communications Sub-Committee, Homeland Security Sub-Committee, Regional Interoperable Communications Working Group, and Criminal Justice Sub-Committee. They are encouraged but not obligated to attend RPSAC meetings.
Public Safety Emergency Communications (PSEC) Sub-Committee
About
The PSEC serves the Regional Public Safety Advisory Committee as a multi-sector collaborative working. Members of this committee are volunteer individuals and subject matter experts who have a working knowledge of Public Safety Emergency Communications within the Golden Crescent Region.
No member limit and all members are voting members.
Main Actions
- To develop strategic plans related to Public Safety Emergency Communications
- To advise the RPSAC on all public safety programs and policy matters pertaining to the planning, coordination, and development of public safety projects
- To perform regional or area-wide review and comment on proposed Public Safety Emergency Communications programs and projects as may be required by State and Federal laws and local agreements with public and private organizations
- To ensure that regional 9-1-1 funding is utilized in an effective and efficient manner consistent with regional needs.
- Support for 9-1-1 communications equipment and mapping
- Support call processing that ensures the 9-1-1 system remains operational
- Telecommunicator and 9-1-1 training

- Completing the Statewide Interoperability Coordinator’s (SWIC) survey
- Identifying gaps in communications
- Updating the Regional Interoperable Communications Plan
- Identifying potential Communications Projects
