Funding Background
The Office of Rural Community Affairs (ORCA) has been designated by Governor Rick Perry, as the lead agency to administer $1,134,990,193.00 in disaster recovery funding provided by the U. S. Department of Housing and Urban Development (HUD) for recovery from damages sustained as a result of Hurricanes Ike and Dolly. Areas to be addressed are housing, public infrastructure and economic development. ORCA will be working with the Texas Department of Housing and Community Affairs (TDHCA) to develop and manage housing activities.
Amount of Funding and Preliminary Allocation Breakdown
Of the total state allocation, $1,000,000 has been allocated to address housing, public infrastructure and economic development needs in the most severely impacted areas of the Golden Crescent Region of Texas.
The Golden Crescent Regional Planning Commission (GCRPC) intends to address funding of non-housing activities based on input received from the eligible entities in Calhoun and Victoria Counties.

The GCRPC reserves the right to make changes to the allocation percentages listed above based on damage assessments and/or other information received that may show a greater needs for funding within the specific activity areas listed.
Public Input
Recommendations for funding included in the Golden Crescent Plan for Hurricanes Ike and Dolly Disaster Recovery were made by the representatives from each of the six eligible entities that can apply for funds under this program.
Through the use of public hearings, input and feedback will be requested from the public at large. Any recommendations or suggestions will be noted and taken into account.
Final plan recommendations made by the entity representatives will be taken before the Board of Directors of the Golden Crescent Regional Planning Commission for review and approval.
Public Infrastructure Action Plan
Purpose
The purpose of the Public Infrastructure Action Plan is to establish a methodology for the disbursement of funds to eligible local governmental entities that were impacted by Hurricanes Ike and Dolly. Funds are to be used to address public infrastructure damages and/or losses that are intended to improve and/or ensure health and safety for the community during a time of natural disaster.

Goal
The goal of the Public Infrastructure Action Plan is to allocate funds to communities with infrastructure damage and/or failure to function projects, enabling a safe environment for citizens to live and work.
Eligible Entities
Funding will be available to all entitlement and non-entitlement cities and counties located in Calhoun and Victoria Counties.

Eligible / Ineligible Activities and Uses
All activities must be specifically related to Hurricanes Ike or Dolly and must meet at least one of the following two major elements:
· Damages were received as a result of Hurricanes Ike or Dolly
and/or
· There was a failure to function as a result of Hurricanes Ike or Dolly
Funding will focus on types of critical public infrastructure projects identified below that are necessary for a safe environment for citizens to live and work in and to improve and/or ensure health and safety for the community during a time of natural disaster.
Eligible Activities
· Water System Improvements
· Wastewater System Improvements
· Drainage Improvements
· Gas System Improvements
· Critical Public Safety Facilities (ex. police stations, fire stations, volunteer fire stations, etc.)
· Road/Street/Bridge Improvements
· Accessibility Improvements to Public Buildings
· Solid Waste Disposal/Landfills/Transfer Stations
· Community/Senior/Social Service Centers
· Shelters for Persons with Special Needs
· Match for other federal funding sources (This item is not currently eligible but is subject to change. The GCRPC has asked that this item be reconsidered as HUD guidelines allow for the match of federal funds.)
Ineligible Activities
· Construction of building and facilities used for the general conduct of government (e.g., city halls and courthouses)
· Construction of building and facilities used as Emergency Operations Centers (EOC’s)
· Financing of political activities
· Purchase of equipment
· Income payments
· Operation and maintenance expenses of public works or facilities
Method of Distribution
A total of $1,000,000 has been identified for public infrastructure damages/needs in the Golden Crescent region. An allocation percentage was determined for each county by the representatives from each eligible entity represented at a meeting held on February 11, 2009. Percentages were then applied to the amount of funding available for the region. Allocations are as follows:

County allocations were broken down in order to provide direct local allocations for each eligible entity within the Golden Crescent region. The GCRPC determined direct allocation amounts for these entities by local input received from each of the eligible entities.
The GCRPC used the following activities as priorities:
· Actual Damages received from Dolly and/or Ike
· Failed to Function
GCRPC staff met with eligible entities and discussed the eligible and non-eligible activities as well as a method of distribution for potential projects. There were no housing issues in the Golden Crescent identified as a result of Hurricanes Ike or Dolly therefore it was agreed that the funds available would be proposed to be put into the non-housing project category. Local entities were then allocated an amount of funds based on the input received during a meeting of local officials. Should a community choose not to utilize all or any of the allocation awarded them, those funds will go into a county excess pool and will be allocated among all other eligible entities within that county. Any funding not utilized by a specific county will be allocated for use within the other eligible Golden Crescent County.
