Strategies and Priorities for Alleviating Equipment Deficiencies

There is a need for mobile Hazmat and Decontamination units for response to the outlying counties of this region.  Also, mobile radio equipment that is compatible to the local systems or that will make the local system able to communicate.

Goals are as follows:

                  A.  Purchase mobile HAZMAT and Decontamination units.

B.  Coordinate with Victoria HAZMAT team to upgrade equipment and training needs.

C.  Coordinate with Health Department, Hospitals, and other Health Care      professionals for equipment and training needs.

D.  Coordinate with Petro-Chemical plants and private industry to form partnerships of mutual benefits.

E.   Provide an adequate supply of standardized equipment to be placed        throughout the region. Equipment items such as rescue equipment, protective clothing, self-contained breathing apparatus (SCBA), detection equipment, decontamination equipment, and communication equipment

Communications Interoperability  

A major problem within the region is the difference in the radio frequency spectrum used.  The largest agencies, Victoria Police Department and Victoria Sheriff’s Department are on an 800mhz trunk system.  Victoria Fire Department is also on the 800mhz, but has maintained the high band radio system. All other EMS, Fire and Law Enforcement Agencies in the region are on high band radio systems.            

Strategies and Priorities for Interoperable Communication Systems and Equipment Changes

Outside of Victoria County most of the agencies in the contiguous counties have the frequencies of their neighboring agencies.  However, there is a movement to move emergency services to the 700 and 800mhz trunk systems.  The upgrade of these systems and/or a method of interoperability will be necessary to provide communications capability in times of emergency.
