The region is rich in local first responder groups as demonstrated by large volunteer base involved with police agencies, local disaster response (Neighborhood Watch, ARC, Amateur radio), and service clubs.

State, Regional, and Other Training Resources needed to access to Address any Deficiencies 

Goals are as follows:  

A.    Coordinate opportunities, training resources, coordinate with existing county EM programs.  

B.     Utilize existing regional framework to assist in achieving goals.  

C.     Develop state-level dedicated funding sources to support regional training coordination and training activities.  

D.     Utilize state and federal training resources to develop independent study courses.  

E.      Build and expand on existing Internet infrastructure (HEVN, VC and UH video network, community network) as venue to provide training and distance learning opportunities.  

F.    Integrate with existing continuing education program to require HAZMAT and bioterrorism awareness training for health care providers, including physicians, first responders, law enforcement.  

Strategies and Priorities for Addressing Training Needs

Our strategy will be to build on already existing community based training and trained personnel.  The objective will be to develop a coordinating regional framework to help in maximizing training opportunities, support specialized training and strengthening existing community based responders.  

Goals are as follows:  

A.   Coordinate training efforts to maximize availability of training opportunities.  

B.   Conduct training analysis to determine baseline-training levels needed.
